FIFA: two vice-presidents call for $10 million for each federation

The debate over FIFA’s financial reserves is taking on a new dimension. Aleksander Ceferin and Victor Montagliani are asking Gianni Infantino to consider directly redistributing part of the funds accumulated by the governing body.

$10 million for each federation

In a letter sent to Gianni Infantino on September 18, 2026, the presidents of UEFA and Concacaf put forward a specific proposal: pay at least $10 million to each of FIFA’s 211 member associations during the 2027–2030 cycle. The total amount would therefore reach approximately $2.1 billion. According to their analysis, FIFA should finish the 2023–2026 cycle with nearly $6 billion in reserves.

Ceferin and Montagliani believe that part of these funds could therefore be released without undermining the governing body’s financial stability. They specify that this allocation would be exceptional and would come in addition to the FIFA Forward programme, which would continue to be funded as planned.

A challenge to the FIFA Forward Enterprise project

The initiative comes as FIFA is working on FIFA Forward Enterprise (FFE), a project intended to generate more resources for football development through a new commercial approach. The two vice-presidents question the need for such an operation. According to their analysis, the reserves already available could make it possible to provide federations with more resources directly, without selling stakes in certain FIFA competitions to private investors.

They also point out that, according to their projections, reserves would remain at a minimum of around $1.5 billion after the proposed redistribution. However, they acknowledge that their study is preliminary and are calling for an independent review, with full access to the financial data and the assumptions used.

Čeferin and Montagliani now want to involve the six confederations in this discussion. They announced that they would contact the other four confederation presidents to seek their support for the proposal, which would then have to be reviewed within FIFA’s governance bodies.
